What does a good ICT school look like?

I was asked yesterday what a good ICT school looks like. The question threw me momentarily, and the fact that it threw me threw me as well: a sort of meta-throwing. Then I realised why: I don't think you can tell whether a school is good at ICT just by looking. All that looking does is help you make some working assumptions which you can then, one hopes, test out.
It's true that many people, even now, think that a school is doing good ICT if there are lots of computers on. But you have to dig much deeper than that.
First, can everyone in the school answer the question "why?". Why is there all this technology in the school, what's it supposed to achieve, what, in short, is the point? Do the headteacher and the senior leadership know what they hope to achieve with it?
Second, is the ICT making a difference in terms of students' learning and achievement -- not just in terms of ICT itself but across the board?
Third, is it making a difference in terms of teachers' workload? This is, of course, intricately bound up with the previous question.
In short, before you can answer the question posed, you have to answer several other questions first.

Emerging technologies and evolving user behaviour keeps changing the rules of the game for academic libraries. Emerging technologies include new ways of using existing technologies and totally new, disruptive technologies. Examples include:

- Semantic web / linked open data
- Social media
- Augmented reality
- Mobile technologies
- Visualisation
- etc

emtacl12  is an international conference for academic librarians, information professionals, academic staff, students, library system developers and suppliers, among others. The aim is to provide answers to the following questions: What can academic libraries do to address change? How can we adapt? Which technologies can/should/must we use/create? The conference is hosted by NTNU University Library, the Library of the Norwegian university of science and technology in Trondheim, Norway.

The programme committee invites original presentations and posters taking one or more of the following perspectives as a point of departure:

- Linked open data and other semantic web applications in the library
- New literacies
- Supporting research
- Organizational change within the library
- Analysis of user behaviour and use of statistics
- New services/old services in new clothes
- Other relevant perspectives on emerging technologies

We invite submission of abstracts or posters presenting:

- Theoretical solutions, but with a clear illustration on how these solutions can be applied in libraries
- Opinions on some aspect of practice, or descriptions of work that is still in progress, but sufficiently mature to warrant attention
- Experiences and case studies specifying requirements, challenges, or opportunities of applying emerging technologies in libraries
- Comparisons with alternative or competing approaches using conventional technologies
- Best practices for implementing emerging technologies in libraries
- Assessments of cost and benefits from the application of emerging technologies, e.g. time and cost of implementation and deployment, integration with legacy IT systems, user acceptance, returns on investment

We will also open for live demos of emerging technologies, and invite submission of abstracts or videos describing such demos.

Please use the submission form at https://www.easychair.org/conferences/?conf=emtacl12 to submit an abstract describing your contribution, including:

- personal details
- additional presenter details
- presentation title and abstract.

Abstract length should not exceed 2500 characters. Please note that the language of the conference will be English, and therefore the committee will only accept submissions in this language.

All submitted abstracts will be peer-reviewed by at least two reviewers.

Contributions will be made public through the NTNU e-publishing service, and accepted authors will be invited to supply full papers for this purpose. Papers are primarily requested in pdf format, conforming to further formatting details at the submission website. We do however welcome suggestions for alternative formats in cases where pdf is unsuitable, e.g. for non-textual contributions.

For those of you who want to get started sooner, we've already pre-posted all the materials for the first week, as well as information about all the course requirements and the entire syllabus for the class. You can check it all out now, including the first problem set (on text processing and edit distance), and the first programming assignment, "Spamlord", both of which will be due on Tuesday March 19. (When we give dates, we'll be using North American Pacific Daylight time.) There will be a problem set and a programming homework due every week.

If you have friends taking the class, we encourage you to form a study group to watch the videos together or discuss the material. Those that attended Ljubljana meeting in January of this year already heard
about Beyond Access campaign that unites organizations that would like to
raise the profile of public libraries globally.

Beyond Access will be holding a conference in October, in Washington DC
where we want to bring public library innovators and international
development actors together. There will be opportunities for receiving small
grants to scale public library innovative services during and after the
October conference.

Beyond Access is especially seeking applications from PLIP grantees who are

CONDITIONS:
A driving record and criminal background check will be conducted on selected applicants. Employees must have a current, valid North Carolina driver’s license with a safe driving record and maintain a safe driving record throughout employment.  An offer of employment is contingent upon drug-screening test and receipt of negative results.  Refusal to submit to testing or a confirmed positive test shall be basis for withdrawal of the conditional employment offer.
DUTIES:
This position is responsible for performing complex professional library work; system-wide planning, implementation and evaluation of the youth services programs; collection development responsibilities for customers birth through 18 years. Considerable independent judgment and initiative as well as interpersonal skills are needed to coordinate the work of others. Demonstrated ability to build effective teams to accomplish youth services goals and objectives. Responsible for the supervision of subordinate staff, Assistant Youth Services and Smart Start Coordinators and offers input on the evaluations of all staff. Coordinates, develops, produces and implements policy and procedures manuals pertaining to area of responsibility. Coordinates special services and materials grants for youth services with the Deputy Director. Develops, coordinates, and monitors system wide regular weekly programs, special events, reading programs, etc. for youth and adults interested in materials and services for this age. Develops guidelines in programming standards and assists each library facility in setting and achieving goals in programming, including the number and appropriateness of programs. Cooperates with the Division Manager for Marketing & Communication to ensure the timely ordering of materials for children; consults with and directs the Assistant Youth Services Coordinator in ordering YA/teen materials for the system and provides budgetary input on the youth budget. Assists in ongoing assessment of the youth collection. Assesses community needs to determine library service responses in youth programs. Identifies opportunities and advocates library participation in community, state and national events that deal with youth. Serves on internal library councils: Youth Services, Public Services Managers and Director’s Advisory. Serves as Chairperson of the Youth Council. Meets with the Librarian II’s assigned to Youth Services and the Assistant Youth Services Coordinator on a regular basis. Works with Division Manager to promote and publicize services, materials and programs for youth. Oversees the development of special customer aids in support of youth services such as bibliographies, books reviews, etc. Represents the library at parent, teacher and other child advocacy group meetings in the community.

OAPEN is pleased to announce a new service for Open Access monographs: the Directory of Open Access Books (DOAB). DOAB will provide a searchable index to peer-reviewed monographs and edited volumes published under an Open Access business model, with links to the full texts of the publications at the publisher’s website or repository. The beta version of the service will contain publications of a selected number of academic publishers.

The beta version will be made public early spring 2012.

The primary aim of DOAB is to increase discoverability of Open Access books. Academic publishers will be invited to provide the metadata of their Open Access books to the DOAB. Metadata will be harvestable in order to maximize dissemination, visibility and impact. Aggregators can integrate the records in their commercial services and libraries can integrate the directory into their online catalogues, thereby helping scholars, students and the general public to discover the books. The directory will be open to all academic publishers and should contain as many books as possible, provided that these books are peer reviewed and published in Open Access. DOAB will determine requirements for publishers to qualify as Open Access academic book publishers and will maintain a certification procedure.

A critical element of the e-book marketplace is a common file structure that
is agreed upon between content creators and the supply chain, and works with
multiple reader technologies. The newly released EPUB 3 specification offers
a number of major innovations over the previous version, including support
for rich media, interactivity, global language support), and styling and
layout enhancements. EPUB 3 is also tightly integrated to web standards.
This includes HTML 5, which is still in draft. Yet HTML5 is already in use
for app development on the iPad and other mobile devices. This webinar will
