The use of statistics and assessment for libraries at a turning point

Many libraries find themselves at a turning point in recent times. They are in a
situation that imposes on them the need for change, and often quite urgently.
This change can be for better - as when new opportunities must be seized, for
worse - as is the case in a financial crisis, when the value of the library is
put in question, or for a different reason - as when new user needs arise and
old ways of doing things are not feasible any more. As change occurs libraries
must make decisions and take action to meet new demands.

The session will focus on how the use of statistics, qualitative and
quantitative measures, management information or empirical studies, quality
assessment, outcome studies etc. can help libraries deal with such a turning
point and enable them to go ahead in a critical situation. Some ideas to
consider:

-    how empirical evidence is used to reach out to new audiences and
rethink library services (this could range from user- and non-user-studies to
quality management and evaluation)
-    how data and statistics are successfully used for advocacy when the
library is in need of support (be it outcome measurement, national or
international benchmarks or a single-library timeline)
-    how data is used to reshape efficient library services (e.g. detailed
management information, usage analyses, or cost analyses)
-    also what problems are encountered, and what "missing pieces" of data
would be vital in a situation of change, but are not available.

This theme suggests that case studies are appropriate, but it also includes
theoretical papers on a new method and tool, under the condition that they focus
clearly on how the tool can be used to support a library in a critical
situation.

How to Submit Your Paper

Papers may be presented at the conference in any IFLA working language (Arabic,
Chinese, English, French, German, Russian, and Spanish). Presentations should be
no more than 20 minutes in duration with 10 minutes for questions from the
audience. Proposals for papers should be in English and include an abstract
of no longer than 250 words. Proposed papers must be original and not have been
published elsewhere. A short biography of the presenter and contact information
(name, full address, phone, fax, email, etc) should be included with each
submission. Full papers must be between 3000 and 6000 words in length. The
abstract should be submitted as an MS Word file by e-mail.

Abstract proposals should be submitted by February 15, 2012 to Michele Farrell:

IF Your Paper Is Selected

All proposals will be reviewed by the Statistics Review Committee and successful
applicants will be notified by March 15, 2012.
The selected presenters for the program will be asked to submit the full paper
via e-mail by May 10, 2012.

responsibility of the presenters.

PURPOSE

The First Amendment to the United States Constitution guarantees all individuals the right to express their ideas without governmental interference, and to read and listen to the ideas of others. The Freedom to Read Foundation was established to promote and defend this right; to foster libraries as institutions wherein every individual's First Amendment freedoms are fulfilled; and to support the right of libraries to include in their collections and make available any work which they may legally acquire.

Founded in 1969, the Freedom to Read Foundation was the American Library Association's response to its members' interest in having adequate means to support and defend librarians whose positions are jeopardized because of their resistance to abridgments of the First Amendment; and to set legal precedent for the freedom to read on behalf of all the people.

In Defense of America's Freedoms is an article that first appeared in American Libraries (December 2004, pp. 54-56). Written by Tom Teepen, it describes the history and current activities of the Foundation.

FOUNDATION ACTIVITIES

The Freedom to Read Foundation was incorporated in December of 1969. Its charter lists four purposes:

Promoting and protecting the freedom of speech and of the press;
Protecting the public's right of access to information and materials stored in the nation's libraries;
Safeguarding libraries' right to disseminate all materials contained in their collections; and
Supporting libraries and librarians in their defense of First Amendment rights by supplying them with legal counsel or the means to secure it.

The Foundation's work has been divided into two primary activities:

The allocation and disbursement of grants to individuals and groups primarily for the purpose of aiding them in litigation;
Direct participation in litigation dealing with freedom of speech and of the press.

The Foundation is devoted to the principle that the solution to offensive speech is more speech, and the suppression of speech on the grounds that it gives offense to some infringes on the rights of all to a free, open and robust marketplace of ideas.

Barbara makes it her job to determine what is authentic, valid, cost-effective, safe, user-friendly, and relevant for her clients.

Kathleen H. McClaskey, resident of Ed Tech Associates, is a recognized UDL and Digital Learning Consultant with 28 years experience in using technology in the classroom. Kathleen is a frequent international, national and regional workshop presenter on topics that include Universal Design for Learning (UDL), Technology for Diverse Learners, Math and Technology: Bringing Research to Practice, Built in Moodle: The Universally Designed Digital Learning Environment and most recently, Personalized Learning Toolkit with Barbara Bray. In the last decade, she directed and designed the professional development in technology-based projects in math, science, literacy and autism. She currently curates four topics in Scoop.it: Personalized Learning, Universal Design for Learning, Leveling the Playing Field with Apps and Math, Technology and UDL: Closing the Achievement Gap. 2010 оны 5-р сард Словен улсад дэд захиралтайгаа хамт очиж Нийтийн номын сангуудын Шинэчлэлтийн хөтөлбөрт шалгарсан 11 номын сангуудын төлөөлөл, зохион байгуулагч нартай, мөн оны 10-р сард АНУ-ын Балтимор хотын 2 номын санд 14 хоногийн дадлага хийхдээ тэндэхийн номын санчид, удирдлагатай нь ярилцах үедээ,

Policies and Practices in Access to Digital Archives: Towards a New Research and Policy Agenda

The Central European University invite applicants for an intensive one-week summer session in Budapest from 2 July-6 July, 2012.

This course has been developed to meet the specific needs of established professionals looking to deepen their impact on policy issues related to digital archives. The creation of a diverse coalition of experts is an envisioned goal of the course. Practitioners from the field of archives, research, law and policy making are encouraged to apply.

The course deals with the contemporary complexities of accessibility and the long-term preservation of archival material within institutional settings. It will explore the driving/prohibitive role of IPR and various implications of the regulation of digital material:
Will access to primary sources become the luxury of the few under a new type of digital divide? Do we have evidential data of the market value of digitised archival collections? What kind of policy agenda will ensure the future availability of cultural heritage content? What kind of strategy will guarantee that archives within the digital
European single market are sustainable? The course will consist of intensive teaching sessions and participants will be expected to prepare a paper in advance for presentation purposes.

Please note that places are limited to 30 participants and offered on a competitive basis. This summer course is able to offer a limited amount of grants. Applicants will be asked to explain what their engagement with archival material is and what particular policy-related issues they consider most challenging. The deadline for application is February 15, 2012.

Information Technology Section

Theme: Continuity in the face of digital disasters: Disaster planning and recovery for digital libraries

While much emphasis has been placed by libraries on developing digital collections and services, there have been few studies of how to keep these digital collections and services functioning in the case of a disaster or some other disruption to normal library operations. Whether due to natural or man-made events, advance planning for disruptions to services and collections is critical in our increasingly digital age.

In response to this critical need, the Information Technology section is seeking proposals for papers on best practices and tools that relate to the facilitation, implementation, or planning for disaster recovery and business continuity of digital libraries.

Areas of interest for papers include, but need not be restricted to, the following:

· Developing effective disaster recovery and organizational continuity models

· Implementing effective disaster recovery and continuity strategies for digital repositories

· Minimizing risk in developing and implementing digital libraries

· Solutions for promoting collaborative services to enable digital library continuity

· New organizational models to support an emphasis on library organizational continuity

· Case studies and lessons learned from successful efforts in recovering from a disaster

Proposals for papers should be no more than one page in length. If selected, speakers will have 15 minutes to present their results and 5 minutes for a question and answer period during the conference session.

Proposals should include the following information:

- Name, title, and institution of speaker(s)

- Title of proposed presentation

- Address and email address of speaker(s)

- Brief biographical statement about each speaker including information about the qualifications of the speaker to address the proposed topic

- One or two paragraph discussion of the main points of the paper including an outline of the takeaways a conference attendee will obtain by having the topic presented at the conference

- Language of presentation

- Contact information for response to the proposal

Proposals should be sent by 11 February, 2012 to Frank Cervone, secretary of the Information Technology Section at fcervone@purduecal.edu. The subject line of all submissions should be “IFLA ITS Proposal –“ followed by your last name. For example, “IFLA ITS Proposal – Cervone”

The contact person for each proposal will be informed by 10 March, 2012 whether their proposal has been accepted or not. Papers selected for inclusion in the program must be submitted in one the official languages of IFLA by 15 May, 2012.

Please note:

- The committee is looking for papers that present real-world solutions. Papers that focus on solutions that are usable in multiple library contexts will receive higher consideration for inclusion in the conference program. Papers that are strictly theoretical or inapplicable to other environmental contexts are less likely to be accepted for inclusion in the program.

- Every paper accepted must be presented in person by one of the authors at the WLIC in Helsinki.

- Authors are required to permit non-exclusive publication of papers chosen for this session on the IFLA website and digital library. Papers that are accepted but not presented in person at the conference will not be made available on the official conference website nor will they be considered for nomination as a best paper of the conference.

- Authors of papers not chosen for the conference may be invited to submit their paper for publication in the IFLA IT section journal.

- All speaker expenses, including registration for the conference, travel, accommodation, etc., are the responsibility of the authors/presenters. No financial support can be provided by IFLA.

- A special invitation can be issued to authors/presenters to facilitate attendance if required.

The Public Affairs Section of the U.S. Embassy to Mongolia is now accepting applications for the 2013 -2014 Fulbright Student Fellowship Program. Fulbright Student Fellowships are part of a U.S. Government-funded academic exchange program and fund graduate-level (M.A., M.S) studies at U.S. universities.

Fulbright Student Fellows are selected by the Public Affairs Section of the U.S. Embassy. Applicants will be assessed on the contribution that their study would make to greater understanding between the United States and Mongolia, and the likehood of the applicant performing successfully in a U.S. Academic setting.

To qualify, applicants must:

Hold a university degree (at least B.A. or equivalent)
Be Fluent in English. (Present valid score of IBT 80, Institutional TOEFL 550. (If you have not taken the test yet, it is important that you take the test as soon as possible.))

Note: Preference will be given to candidates who have not had extensive recent experience in the United States.

2012-01-31. Japan's National Diet Library goes live with Aleph. , [Ex Libris]
Ex Libris announced that in early January, the National Diet Library—the national library of Japan—completed its transition from its legacy system to the Aleph integrated library system and switched to full production. The selection of the Aleph system followed an extensive process during which the NDL staff examined both local and international solutions and conducted an Aleph trial for eight months. The Aleph implementation project, which began in 2010, was one of the largest Aleph projects to date. For the first time, the various systems of NDL, including the former integrated library system, the Asian Language Materials catalog, and the ZASSHIKIJISAKUIN Japanese Periodicals Index, were merged into one system. In addition, the implementation had to accommodate the great size of the library collections (about 20 million bibliographic records and 40 million items); handle the Japanese language efficiently; support the unique workflows of the NDL; adapt to an advanced infrastructure; and integrate the system with technologies of other providers. Close collaboration with local system integrators was instrumental in accomplishing these tasks.

Paper Submission Guidelines

Participants are invited to contribute papers for presentation on the above themes and related aspects. The papers should be based on research surveys; case studies or action plans rather than theoretical explanations. Papers are be sent to:

Submission of full papers (not more than 5 pages) with an abstract in approximately 200 words, keywords and references on A4 size paper with margin 1.5 cm on all sides in MS Word format in 10 points New Times Roman type single line spacing. Length of the paper should not exceed 4000 words. Details such as name of the author, designation, title of the article, abstract, name of the affiliating institution, mailing address, telephone number, fax number and E-mail address are to be included. Authors of accepted papers will be advised by The Program Committee by 31 January 2012. The paper submitted must not have been previously published or presented elsewhere. The Programme Committee will have the right to edit the papers. Selected papers will be published in the proceedings.

Accommodation

Accommodation can be arranged for the participants in the Institutional Guest Houses with usual amenities on first come first serve basis. Room rent and other charges are to be paid by the participants. Besides accommodation in the Guest Houses, Hotels can also be arranged for the participants on request and confirmation. Delegates may indicate their options in the registration form.

Climate

The climate of New Delhi in the month of March is pleasant ranging from 20 to 30 degrees Celsius. The day time temperature will be moderate and evenings will be pleasant.

Institutions can benefit as well by sending representatives to LIDA. Course materials will be given to participants so that they can communicate and transfer topics of interest to their institution. Sponsorship opportunities are also available and new sponsors are warmly invited.

IFLA Knowledge Management (KM) Section provides an international platform for professional communication and understanding of the significance of KM for libraries. It gives a voice to KM on a global scale and follows the developments in KM, promoting its practical implementation within the global library community.

The 2012 WLIC Conference

The annual IFLA World Library and Information Congress (WLIC) provides an opportunity to present innovative models, case studies and research. Delegates and speakers from all parts of the world come together to discuss new developments and successful practice in libraries. The conference motto for the 2012 Conference in Helsinki, Finland is:

"Libraries Now! - Inspiring, Surprising, Empowering"

The IFLA Knowledge Management Section invites librarians and knowledge managers to submit proposals for papers in a 2-hour session at WLIC Helsinki, 11-17 August 2012.

The KM Conference Programme

"Potential of Knowledge Management in Public Libraries" is the KM Section’s theme for its 2012 Open Programme during the conference. We are looking for speakers who can highlight use of KM, from a global and theoretical perspective but also with a practical aspect. The focus should be on using KM in the public library setting, including reports from agencies whose tools support these KM initiatives.

We invite presentations that showcase:

- Knowledge creation and knowledge sharing in public libraries particularly across boundaries of language, culture and technology

- Innovative use of technology to support knowledge sharing, joint research and learning (workplace learning, e-learning)

- Case studies in application of Knowledge Management tools that support the success of the library

Important Dates and Timelines

Submission:

Please send an abstract of approximately 500 words, in English, no later than January 31, 2012 to: Agnes Hajdu Barat, Programme Chair (hajdu@jgypk.u-szeged.hu). Both abstracts and full papers should be submitted as a MS Word file by e-mail. The abstracts will be reviewed by Programme Committee members of the Knowledge Management Section.

Please also attach a summary of the proposed paper, curriculum vitae of the author(s), contact details, professional affiliation(s), and a brief statement on their career(s). Also, a digital photograph(s) would be useful.

Proposed papers must be original and not have been published elsewhere. Please attach a declaration about originality of the proposed paper and verify that it has not been published anywhere.

Selection:

Successful applicants will be notified by the end of February, 2012.

The selected presenters for the program at the Helsinki conference will be asked to submit a formal paper (for inclusion on the IFLA conference website) no later than May 1, 2012. Papers can be submitted in one of the official IFLA working languages: Arabic, Chinese, English, French, German, Russian, Spanish. Papers should be submitted with a one-page abstract in English. Papers should not be longer than 20 pages. Papers must be original and not have been published elsewhere. Selected papers may be nominated by the Section for inclusion in an IFLA publication.

Presentation at the Conference:

A maximum of 20 minutes will be allowed for the presentation of each paper during the Section's session in Helsinki. Please note, although every effort will be made to provide simultaneous interpretation into other IFLA languages, interpretation may not be available. Therefore presenters are encouraged to use a PowerPoint in English to facilitate understanding of the ideas presented. The PowerPoint for the presentation should be submitted to the Program Chair by 1 July, 2012.

At least one of the authors of the paper must present the paper. Please send a promissory note with your signature verifying intent to attend the IFLA Conference in Helsinki to the Program Chair.

Unfortunately, the Programme Committee has no funds to assist prospective authors: abstracts should only be submitted on the understanding that the expenses of attending the IFLA conference (including travel, expenses and conference fee) will be the responsibility of the author(s)/presenter(s) of accepted papers. Some national professional associations may be able to help fund certain expenses, and a small number of grants for conference.

		Advertisers are geniuses at telling a story and evoking powerful emotions in 30 seconds or just a single image. That snapshot carries the magic of transporting us to another world or giving us perspective on our own, especially when humor is involved. Advertising has certainly set the standard for that type of communication. Yes, advertising has the power to educate, but to say that is actually does is a stretch. Education expands our thinking and our world, while the companies paying for the ads really want to narrow our focus to their product. For small companies, I believe advertising is essential to connect customers with real needs with service providers. Large companies generally just use it to make us feel insecure and urge us to conform. Given large corporations' intentional overreach in our lives and our government, I do what I can to stay away from their insistence that I need them."

New this year, a post conference experience focused on giving participants explicit hands on skills through extended workshops. For a nominal fee, participants can register for the following two-hour synchronous workshops on February 2.

• Broad mobile development, including jQuery

• Empowering your E-readers; teaching your readers to access content

Each workshop will not only provide a conceptual framework, but will ask the participants to try their hands at either developing or implementing specific strategies. After the workshop, audience members will be provided with additional ongoing tutorials and access to the experts for mentoring.

Integrating iPads and Tablet Computers into Library Services with Rebecca Miller, Carolyn Meier, and Heather Moorefield-Lang Two 90-minute parts Thursdays March 8 and 15, 2012 2:30 – 4:00 PM EDT \|1:30 – 3:00 PM CDT 12:30 – 2:00 PM MDT \|11:30 AM – 1:00 PM PDT iPads and other tablet devices offer major potential for enhancing library services and instruction, as well as increasing staff productivity. In this two-part ALA TechSource workshop, Rebecca Miller, Carolyn Meier, and Heather Moorefield-Lang will share their experiences with a multifaceted program, guiding you step-by-step in building a tablet program, from choosing and purchasing tablets through deployment.	Only $85 for 3 hours of interactive learning!
